Lawmakers debating bill to target urine drinking

COLUMBUS — Alan D. Patton's sexual fetish involves surreptitiously collecting young boys' urine and then drinking it.
Outraged that this behavior isn't already against the law, legislators are moving swiftly to pass a bill that would ban collecting someone else's bodily fluids without permission.
Patton, 57, of suburban Columbus, has been seen trying to collect urine at a miniature golf course, a children's video arcade and a movie theater. Patton has been in court several times on charges such as public indecency, voyeurism and criminal mischief.
Columbus Police Officer Ken Coontz told lawmakers that he was part of a surveillance team that spent an entire day in bathrooms at the Ohio State Fair in 2003, watching Patton cover toilets with plastic bags in an attempt to collect urine. But Coontz said he was hard pressed to come up with an appropriate criminal charge against Patton.
Franklin County Municipal Court Judge Carrie Glaeden, who has handled some of Patton's criminal cases, said Patton hasn't been caught in Franklin County recently but there is suspicion that he is traveling to other counties to feed his fetish.
The bill would make a first offense a first degree misdemeanor with a penalty of six months in jail and a second offense a fifth degree felony with a penalty of a year in jail.
The legislation is expected to get a Senate floor vote next week and then move to the House for consideration.
